
If you’re a UK expat living in Dubai, your UK State Pension could be affected — and the rules are changing soon.
Many expats have gaps in their National Insurance (NI) record after leaving the UK. These gaps can reduce your State Pension — or in some cases mean you don’t qualify at all (you usually need at least 10 qualifying years to receive any State Pension, and around 35 years for the full amount).
The Key Issue for Dubai-Based Expats
Two important points:
- Your UK State Pension is frozen in the UAE
It will not increase each year while you remain resident in Dubai (unless you later return to the UK or move to a country with a reciprocal agreement). - The rules on voluntary NI are tightening from 6 April 2026
- From April 2026, expats abroad will generally only be able to pay the more expensive Class 3 contributions.
- The cheaper Class 2 option (where eligible) will no longer apply for overseas periods.
- New applicants may also need a stronger UK connection (10 years rather than 3).
In simple terms:
It may soon become more expensive — and harder — to protect your UK State Pension from abroad.
The Broad Solution
If you have gaps in your UK NI record, you may be able to:
- Pay voluntary NI contributions to turn missing years into qualifying years
- Increase your future State Pension entitlement
- Ensure you reach the 10-year minimum if you’re currently below it
But not every missing year needs to be paid — and not everyone benefits from topping up.
That’s why it’s important to:

✔ Confirm whether you qualify for Class 2 (before April 2026)
✔ Calculate whether paying actually improves your pension
